The Submarine Group, PH NAVY– one of the Philippine Fleet (PF)’s subunits – welcomed its new commander following the turnover ceremony presided by PF Commander, Rear Adm. Renato David, on Tuesday, July 18 at Suarez Hall in Naval Base Heracleo Alano.
Commander Angelito Diaz has taken command of the SubGroup, replacing Capt. Edwin Nera who served as the unit’s commander for five years.
In his remarks, Rear Adm. David entrusted the SubGroup to its new custodian whom he described to possess “outstanding service reputation.”
“Welcome Aboard! Your designation as the new commander signifies the navy’s trust and confidence in your leadership, abilities, and capabilities. You now hold the authority, responsibility, decision-making power, and accountability,” said the Fleet Commander.
Rear Adm. David also recognized Capt. Nera for laying the groundwork for the Fleet’s submarine program: “I assure you the five years work you have done here at Submarine Group [has provided] the Navy a clear direction on our submarine program.”

As we reported previously, a number of Philippine Navy officers have received submarine training in France, with DCI Group. The formation started in 2019 in Brest. Its goal was to assist the Philippines as the country is looking to set up its own submarine force from scratch.
The Philippine Navy is aiming at creating a submarine force. They are considering proposal from both France’s Naval Group and South Korea’s DSME (and possibly Spain’s Navantia). Naval News understands that the submarine training provided by DCI Group was generic and platform agnostic.
The officers and sailors in this “Submarine Group” were likely all trained by DCI Group.
