Maritime Operations Group (“MOG”) and HD Hyundai Heavy Industries (“HHI”) have signed a Memorandum of Understanding (MoU) establishing a strategic collaboration to accelerate the development, construction, and delivery of modern diesel-electric submarines and undersea technologies for U.S. government and allied missions.

MOG press release

Under the agreement, MOG and HHI will jointly explore opportunities to:

  • Design and build diesel-electric submarines optimized for training, RDT&E, and specialized mission support for the US Navy.
  • Bring advanced MRO and manufacturing techniques to US shipyards by leveraging Hyundai’s industry leading expertise.
  • Establish a streamlined acquisition and certification pathway enabling rapid delivery of commercially owned and operated submarines to the U.S. defense ecosystem.
  • Support lifecycle sustainment, including classing, certification, and maintenance planning.
  • Coordinate technology integration for U.S. and allied requirements, ensuring compatibility with modern undersea systems and payloads.

This collaboration aligns MOG’s “Submarines-as-a-Service” model with HHI’s globally recognized shipbuilding capability – bringing scale, reliability, and industrial efficiency to a mission set historically constrained by limited availability and legacy production timelines.

Senator Tim Sheehy (R-MT) on the strategic importance of U.S.-ROK submarine collaboration. Senator Tim Sheehy (R-MT) attended the ceremony and spoke about the importance of augmenting the U.S. Navy’s exquisite assets. He highlighted leveraging commercial capability like MOG’s submarines-as-a-service and allied shipbuilding expertise from manufacturers like HHI to close the submarine availability gap by increasing capacity for undersea training and technology development.
